The Newgrange approach is both conventional, with your basic lobbying effort and unconventional, insofar as we suggest and offer two additional critical elements - a grassroots organizing component (to provide cover to the decision makers) and a public relations component to create in the public's mind through the media the impression we desire them to have. The following is a reflection of the Newgrange strategic approach to a pending piece of legislation including both the conventional and the unconventional tactics. 

     

Example: Legislation to allow wine and beer to be sold in Mass. supermarkets

Lobby the Legislature, the legislative leadership and the committee chairs as well as select members of the legislative body. ** this is the extent of what a typical lobbyist would provide

Design the proper and effective message to be used with a press and media strategy as well as with the public in a grassroots campaign effort.

Begin press outreach with select issue representatives and select reporters to promote a specific position/side to the issue culminating in news reports favorable to our position. Also structure a rapid response team to immediately answer any message movement from the opposition.

As a precursor to our grassroots effort, conduct a poll of the voting public to both gauge sentiment with respect to the issue and to test message. Once completed, design necessary materials (including mail and literature and posters and ads etc.) 

Organize a grassroots campaign effort thru voter file demographic analysis and conduct outreach
