Begin press outreach with select issue representatives and select reporters to promote a specific position/side to the issue culminating in news reports favorable to our position. Also structure a rapid response team to immediately answer any message movement from the opposition.
As a precursor to our grassroots effort, conduct a poll of the voting public to both
gauge sentiment with respect to the issue and to test message. Once completed, design necessary materials (including mail and literature and posters and ads etc.)
